Certified small business
A Disadvantaged Business Enterprise (DBE) certification is a federal credential which empowers for-profit small businesses to compete for transportation and infrastructure contracts funded by the U.S. Department of Transportation (USDOT). In Idaho, the certification process is handled by Idaho Department of Transportation.
DBE certification is not a hand-out or diversity favor, and is controlled by strict governmental regulations. DBE status requires passing an SBA/state audit of ownership, control, and financial standing. The certification narrative must not rely, in whole or in part, on race or sex.
51% or more of a DBE business must be owned by one or more socially and / or economically disadvantaged persons who control the daily operations and and management of the business. The certification narrative must not rely, in whole or in part, on race or sex. Financial eligibility is governed by the owners personal wealth threshold of $2,047,000. For more information, see “DBE IFR FAQ’s – Updated 12-1-2025”
